The U.S. Air Force activated its 80th Flying Training Wing in 1937. However, it was not until 1978 that a Memorandum of Understanding established the ENJJPT. In 1981, the ENJJPT began training pilots and still is the world's only internationally manned and managed flying training program chartered to produce combtat pilots for the NATO alliance. Each year, more than 200 pilots receive their wing through ENJJPT.

When discussing the status of military forces a distinction must be drawn between the legal status of foreign forces in Germany and the legal status of the German armed forces abroad.
