EU Takes Restrictive Measures on Iran

On April 23, 2007, the European Union, under the German Presidency, adopted the necessary Council decisions to implement Security Council Resolution 1747 on Iran. As with the implementation of UNSC Resolution 1737, the European Union goes partially beyond the framework specified by the UN Security Council in the now adopted Common Position.

SC Resolution 1747 prohibits arms exports by Iran; limits the supply of arms to Iran; calls on states not to enter into commitments with the Government of Iran for grants, financial assistance, or concessional loans; and extends the list of Iranian persons and entities on whom financial sanctions have been imposed and whose travel activities are being monitored.

With its decision of April 23, the EU strictly implements SC Resolution 1747 and partially goes beyond it. The conclusions of the General Affairs Council of January 22, 2007, form the political basis for this action. The EU has thus extended the restrictions on arms goods provided for in SR Resolution 1747 to a full arms embargo against Iran. It has furthermore identified, beyond the group of persons identified by the UN Security Council in its resolutions, 23 persons and entitles not listed by the UN Security Council who will be banned from entry into the EU and whose assets will be frozen there. These persons and entities are directly associated with proliferation sensitive nuclear activities or provide support for the development of nuclear weapon delivery systems in Iran.

The EU already went beyond the UN demands in its implementation of SC Resolution of 1737. For example, it has not allowed exceptions established in SC Resolution 1737, such as for the supply of light-water reactors, in the embargo on nuclear goods and missile technology. While SC Resolution 1737 only calls for vigilance regarding the travel of listed persons, the EU has declared a comprehensive ban on entry into the EU by those persons listed in the Annex to the two SC resolutions.

In their statement of March 24, 2007, the foreign ministers of China, France, Germany, Russia, the United Kingdom, and the United States of America, with the support of the High Representative of the European Union, had called upon Iran once again to comply fully with all its international obligations and at the same time declared that they are committed to seeking a negotiated solution that would address the international community’s concerns on the basis of their comprehensive offer of June 2006.
