IAEA Iran Resolution Clears Way for EU-3 Talks
Today’s resolution adopted by the International Atomic Energy Agency’s Board of Governors on Iran’s nuclear program clears the way for talks between the EU-3–Great Britain, France and Germany–with participation by the European Union high representative, with the government of Iran on a long-range agreement. German Ambassador Wolfgang Ischinger, speaking on CNN’s Late Edition on November 28, pointed out that this is an effort the United States has greeted positively: “We have had encouraging words from President Bush on repeated occasions with respect to the EU-3 effort to try to make Iran suspend its nuclear militarily-related activities and to engage Iran in a long-term agreement to stop these activities permanently.” These talks will have a dual objective, seeking both a long-range, objective guarantee with respect to the exclusively peaceful nature of Iran’s nuclear program as well as progress on a series of economic, technical and political questions which would open the way to concrete cooperation and dialog. Together with its EU partners, the German Government will enter these talks with determination and in a constructive spirit, expecting Iran to do likewise. This is the only way to achieve progress that is mutually beneficial. The German Government welcomes the IAEA resolution reached today, which has at its core the IAEA director-general’s confirmation that all of Iran’s enrichment related and reprocessing activities have been fully suspended; IAEA inspectors will continue to verify that this suspension is upheld.
