Federal Foreign Office funds election radio programme in Iraq

Since Monday (20 December 2004), a Federal Foreign Office-funded radio programme is being broadcast in Iraq to provide information on the upcoming elections. It offers a wide assortment of information related to the elections scheduled for 30 January 2005, and thereby aims to contribute to the transparency of the election process and the formation of a new government. Until now, large sections of the Iraqi population have received insufficient information on the elections. The concept for the radio programme was developed by Anja Wollenberg and Klaas Glenewinkel and is being produced with the help of the Friedrich Ebert Foundation in Amman. The Federal Foreign Office is providing 150,000 euro in funding for the project.

A total of 25 young Iraqi journalists have been selected to work on the project. They make up the editorial team, which forms the core component of the election radio programme. The team travelled to Amman at the beginning of December 2004, where they participated in a workshop taught by experienced instructors of the Friedrich Ebert Foundation, Deutsche Welle and Radio France International. Since returning to Iraq, these editors have begun creating features on the election process at various locations throughout the country. They are above all intended to give Iraqis from different political parties and ethnic groups an opportunity to be heard.

These features are then sent to Berlin via the Internet. A mixed German-Iraqi editorial team in Berlin then produces the final radio programme based on this audio material. The finished product is then transmitted to Iraq via satellite or the Internet, where it is broadcast on the radio. The 30-minute programme is broadcast five days a week on the popular radio stations Radio Dijila (in Al-Anbar, Diyala, Babil, Wasit, Salah ad-Din and Baghdad provinces), Voice of Kurdistan (in Dahuk province) and Karbala FM (in Karbala province). In addition, the programme is broadcast via the Hotbird satellite and as audio on demand via the Internet (www.electionmonitoriraq.com).

The project is one aspect of Germany's engagement in the election process. The Federal Foreign Office has already funded the training of over 100 independent Iraqi election observers. Altogether, the Federal Foreign Office has made available 1 million euro to support the elections in Iraq.
