The partnership was made official in June 1990.
For several years, contacts had already existed between veterans' groups in Kübelstein a and the VFW headquartered in Kansas City.
Elmar Messinger, a now-New Yorker from Stuttgart, his wife Josefa, née Nüßlein from Kübelstein, and Norman Stab from Victoria organized a visit of Kübelstein veterans to the USA.
A 36-person delegation was warmly welcomed with a banner “Welcome to Victoria.” They enjoyed the warm hospitality of Victoria's residents for two weeks.
On Saturday, June 9, 1990, after a large procession followed by a ceremony, the partnership was official.
In numerous visits and return visits, the friendship between Kübelstein and Victoria has continued to grow.
